United States District Court for the Eastern District of North Carolina encompasses approximately one-third of the state, forty-four counties in all. Look at a map and draw a vertical line from Virginia through Raleigh to South Carolina. All counties through which and to the right of where the line passes, including Robeson County, belong in the Eastern District. Within the district, court is held in Elizabeth City, Raleigh, Fayetteville, Greenville, New Bern, and Wilmington. The location of your particular jury service is based upon your county of residence. Declaration of Policy
The right to jury proceedings is enshrined in the United States Constitution in Amendments V, VI, and VII. Click on the Amendments to read more.
In addition, 28 U.S. Code Section 1861 states “It is the policy of the United States that all litigants in Federal courts entitled to trial by jury shall have the right to grand and petit juries selected at random from a fair cross section of the community in the district or division wherein the court convenes. It is further the policy of the Unites States that all citizens shall have the opportunity to be considered for service on grand and petit juries in the district courts of the United States and shall have an obligation to serve as jurors when summoned for that purpose.”
In fulfilling the right to jury proceedings, 28 U.S. Code Section 1862 states “No person shall be excluded from service as a grand or petit (trial) juror in the district courts of the United States or in the Court of International Trade on account of race, color, religion, sex, national origin, or economic status.”

On behalf of the United States District Court for the Eastern District of North Carolina, I wish
to thank all of those persons who are called upon for jury service in our court. Every one of you
provides an important public service, often in spite of personal, familial, and professional
difficulties. When you complete this service, I hope that you will leave with a greater understanding
of the court’s functions and with a greater appreciation for the fact that our country has preserved
the jury system as our method for resolving conflicts, whether of a civil or criminal nature, without
resort to private feuds. The right to a jury of one’s peers is a precious right and all who serve play
a very important part in keeping that right alive.
Additionally, I wish to thank all of the many employers who support their employees when they are
called upon for jury service. Thank you for altering work schedules, for covering work for absent jurors, for rescheduling vacations, and for not requiring employees to take vacation time when
they are performing jury service. Thank you for absorbing lost productivity and thank you for
understanding the importance of jury service. Your active support of our jury system permits our
jurors to concentrate on the issues at hand without worry as to work or employment matters.
